Sorry I didn't know you requested before the blacklist. To answer your question though, it's probably on the blacklist because either Sony's or artists' lawyers requested Astro's Playroom by name to not be on the site. Kinda like how Vimm's Lair had a bunch of games removed. I assume Sony wants to protect their Mario and make it more PS5 exclusive.
You can still find it on YT and other places because 1. lower quality than original 2. not easily downloadable 3. copyright holders can claim ad revenue on it. 4. lawyers might not know about it 5. too much hassle to do anything about
